Timothy A. Lester, REA II
Managing Principal, Senior Environmental Manager
Tim Lester has worked for over 20 years in the fields of environmental investigation, remediation, regulatory evaluation and related fields. As a remediation specialist, he has been on the cutting edge of remediation applications of soil vapor extraction and bioventing. In 1987 Tim was involved in the fabrication and field testing of a 1,000 cfm SVE system which utilized the first Allied-Signal catalyst applied for SVE purposes. Since that time, he has designed and implemented SVE bioventing systems for fuels, PNA (CA superfund), heavy oil (utility RCRA site) and refinery remediation projects. Tim is one of the small cadre of REA II's registered in the State of California to manage complex RCRA projects. Tim is trusted by our clients to provide regulatory information and design, project management and strategy, expert witness, and remediation consulting and field solutions on an on-going basis.
Bernard Sentianin, RG, CPG, REA
Principal, Senior Environmental Geologist
“Bernie” Sentianin brings over 20 years of environmental investigation, remediation and related petroleum industry technical experience to our firm and clients. As a Principal Geologist, he has been responsible for all permitting, personnel training and supervision for a large number of commercial Real Estate Phase I investigations, Phase II investigation of fuels, pesticides, and solvents, and remediation projects. Bernie is EEI's Director of Due Diligence and a Principal Geologist for environ- mental projects. He provides technical and regulatory consulting services to several public agencies and is EEI's primary client consultant for large portfolio landowners, agricultural and ranch related properties.
William Morrison, PE, GE
Principal Geotechnical Engineer
“Bill” Morrison brings to EEI over 19 years of extensive expertise in the field of geotechnical engineering. Bill has exceptional senior level technical, project management and field assessment skills in all phases of geotechnical engineering. Past projects have included retail, commercial, industrial and business park developments; elementary, middle and high schools; colleges and universities; streets, roadways and bridges; major pipelines, public parks, and other public works projects. Typical projects on which Bill works include analysis and mitigation of earthquake hazards (including liquefaction, seismically induced settlement and lateral spreading), slope stability analysis and mitigation, shallow and deep foundation design, evaluation and design for expansive soils, consolidation of potentially compressible soils, and grading design recommendations, and forensic evaluation of distressed improvements. Bill is a recognized expert in his field and has been retained by the State of California Board for Professional Engineers and Land Surveyors as a Subject Matter Expert during the development, grading and standard setting for the 1999-2007 Geotechnical Engineering registration examinations.
Jeffrey P. Blake, PG, CEG
Senior Engineering Geologist
With over 20 years of experience, Jeff Blake brings excellent senior level business and technical management; along with field assessment skills, working in all phases of geotechnical engineering. Jeff's projects range from master planned residential communities to industrial, commercial, retail, public works, educational, and health facilities. Projects have involved ex- tensive evaluation of landslides for complex hillside projects, slope stability, groundwater conditions, fault hazard studies, and rock rippability studies. Additional services also include geotechnical design parameters for retaining and reinforced earth systems, including shoring/tie back systems and post-tensioned and drilled pier foundations and also provided development-related specialty services such as design of residential and commercial Onsite Wastewater Systems.
Brian R. Brennan, M.Sc., REA-II
Senior Project Manager
Brian Brennan has over 10 years of environmental investigation and remediation experience. As a Senior Project Manager he has been responsible for personnel training, overseeing Phase I and II Environmental Site Assessments (ESA), and conducting Phase III site remediation activities. Project experience includes managing all aspects of multiple assessment and remediation projects involving the investigation and mitigation of fuel and volatile organic substances, agricultural pesticides, and heavy metals related releases to ambient air, soil gas, soil, and groundwater. Brian also provides regulatory, design, management and remediation skills to EEI.
Edward P. Lump, RG, REA, CEG
Senior Engineering Geologist
With 22 years of expertise in the fields of geotechnical engineering and environmental services, Ed Lump is an integral and long term member of our team. He brings senior level technical management and field assessment skills for projects ranging from master planned residential developments to industrial and retail facilities. Ed manages earth science issues such as slope stability, shallow ground-water, earthquake faults, rock rippability and deleterious soils. He provides design parameters for retaining and reinforced earth systems and post-tensioned and drilled pier foundations, basin recharge analysis, nitrate studies storm water sampling, design of residential sewage disposal systems, and compliance assistance for the develop
